Troon Railway Station Redevelopment – Update
As the year draws to a close, we would like to reflect on the progress made on the redevelopment of Troon station thus far.
Work got underway in June this year to install the new canopies ahead of rebuilding the station building on platform 1. And despite the weather’s best efforts to blow us off-course, we managed to install the canopies without any glitches.
Since October, we have been working hard to prepare the ground for the erection of the station building. From early in the New Year there will begin to be visible progress on site as we see the steel works being installed. Thereafter, it will be full steam ahead to have the building complete in time for the Open golf tournament.
We would like to take this opportunity to thank you for your support during the past year with this project and thank all passengers and the local community in Troon for their patience and understanding with the works during this time.

Start the New Year well with the Holly Health App
As we approach the New Year, many of us will be looking for support to improving our health and wellbeing. The South Ayrshire Health and Social Care Partnership (HSCP) has partnered with health and wellbeing app Holly Health. This app offers 24/7 digital coaching, educational videos, and health habit monitoring to help users improve physical activity, mindfulness, and lifestyle choices.
The app is available to all South Ayrshire residents and HSCP staff offering a personalised, compassionate and holistic approach to health and wellbeing. This proactive digital tool supports patients to check their current behavioural health, decide which habits to work on, and sets them up with the structure and coaching to succeed.
Councillor Lee Lyons, Vice Chair of the South Ayrshire Integration Joint Board and Health and Social Care Portfolio Holder said, “I am delighted to see our local GP practices rolling out this innovative approach to self-care and early intervention. The Holly Health app incorporates scientific evidence and behavioural coaching, delivering personalised support for exercise, sleep, eating, and mental wellbeing.”
“Opportunities like this allow our communities to take control of their own health and wellbeing and in so doing empower them to live well.”
Holly Health has supported 25,000 people so far and is partnered with almost 200 GP practices. Built from scientific evidence, behavioural coaching approaches and intensive user feedback, the app provides helpful coaching to support exercise, sleep, eating and mental well-being – for mental health support, chronic disease management and building sustainable relationships with food and exercise.
Recognising the increased need for support within our NHS it is crucial to embrace new digital health technology. These technologies, such as Holly Health, can be prescribed by a GP to expand access to mental health services – encouraging self-management of health and chronic conditions.
Dr Philip Hulme, Clinical Director South Ayrshire HSCP said, “I strongly encourage our communities to take up this exciting opportunity. I have been working with the Holly health team to roll out this new resource and their dedication to high quality support is inspiring.”

We are writing to inform you that, regrettably, following the resignation of the postmaster, the above
branch will close on Wednesday 31 January 2024 at 19:30.
The provision of a Post Office service to our customers in the local community is important to us, and
we will continue to work hard to restore services in the area as soon as possible. We would welcome
any applications from potential retail partners interested in running a branch locally on our behalf. The
vacancy is currently being advertised on our website www.runapostoffice.co.uk and applications will
be carefully considered. If you are aware of any interested parties, please do share the link with them.
If you have any questions you would like to raise about this matter, please write to me via the National
Consultation Team at the address shown at the end of the letter. Please note that your comments will
not be kept confidential unless you expressly ask us to do so by clearly marking them “In Confidence”.
Any future changes to service provision would be handled in line with our Principles of Community

Principles of Community Engagement on changes to the Post Office network (extract)

We are committed to engaging and supporting our customers and their representatives as we make
changes to the Post Office network. The following Principles will be adopted when communicating
about changes to your local Post Office branch.
We will Notify – where we are informing customers of changes around:
● Opening hours
● Temporary closure1
/ temporary service interruption
● Re-opening of a temporarily closed branch in the same site
● Opening a new branch unrelated to a previous closure
● Location used by a Mobile Post Office within a community
We will display a poster in branch (or nearby if appropriate) to notify customers of the above changes,
providing four weeks’ notice. Where four weeks’ notice is not possible, we will provide notice as
soon as we are able to. For temporary closures we will include details of the nearest alternative Post
Offices and our customer helpline/textphone.
These Principles have been agreed with Citizens Advice, Consumer Scotland and the General
Consumer Council for Northern Ireland; the independent statutory consumer watchdogs.
What to do if you feel these Principles haven’t been followed:
Please get in touch so we can investigate your complaint. We’ll explain in our reply whether we believe
we have followed our Principles of Community Engagement and will provide you with the contact details
for the relevant consumer watchdog (Citizens Advice, Consumer Scotland or the Consumer Council for
Northern Ireland) if you’re not satisfied with our response. The watchdog will independently assess
whether we have followed the Principles of Community Engagement process (rather than the decision
itself) and recommend any actions with respect to the complaint.

We will provide an update to locally elected representatives if the status of the temporarily closed branch has
not changed after 12 months.
There may be a small number of cases where due to circumstances outside our control we have no option other
than to permanently close a branch in a particular location. In these cases, the consultation will seek feedback on
alternative Post Office service provision in the area.
We notify locally elected representatives including but are not restricted to the Member of Parliament, Scottish
Parliament, Welsh Parliament, or Northern Ireland Assembly, Local Authority Chief Executive, Ward Councillors,
Parish or Community Council, selected charities, local Citizens Advice, Age UK, Northern Ireland’s Disability
Action and Northern Ireland’s Rural Community Network. They are also encouraged to share all information
additionally with local groups and organisations who they believe have an active interest in changes to their local
Post Office.
Remembering our loved ones at Christmas
South Ayrshire Council will hold a Christmas Candlelight Service at Masonhill Crematorium on Sunday 10 December at 3:30pm.
We know that this can be a difficult time of year for people who have lost loved ones. It’s our hope that this uplifting service will help people facing the festive season without that special person for the first time.
The service will feature songs, Christmas carols, readings and prayers and everyone is welcome to attend.
Led by Reverend John McCutcheon and Celebrant Drew Brady, the service will conclude with hot spiced non-alcoholic punch, served with tasty minced pies.
South Ayrshire Council’s Portfolio Holder for Buildings, Housing and Environment, Councillor Martin Kilbride said: “Anyone experiencing the absence of a loved one can find the festive season particularly difficult. This service is for anyone who wants to remember lost family and friends, regardless of religious beliefs. Whether you come alone, with friends, or with colleagues, you can expect a warm welcome.”

It’s Okay to Ask – New Cost-of-Living campaign launches in South Ayrshire
South Ayrshire Council and the South Ayrshire Health and Social Care Partnership are supporting Child Protection Scotland’s new ‘It’s Okay to Ask’ campaign, encouraging any parent or carer who is struggling to look after their children, to ask for help before reaching crisis point.
The cost-of-living crisis has led to many families in Scotland finding it very tough to make ends meet. Rocketing food and energy prices have been extremely challenging for everyone, especially for families on low incomes who already have money worries.
Finding enough money for food and energy bills, and for things that children need on a day-to-day basis can lead to stress and anxiety for many parents and carers. These difficulties can even affect how well parents are able to look after their children, and themselves.
Co-designed in conjunction with two Scottish family support organisations, Stepping Stones and Dads Rock, the digital campaign has been designed using ideas and input from both groups.
Child Protection Scotland Chair, Tam Baillie, said: “Lack of money can have really serious consequences and take a big toll on family life. Constant money worries can cause huge levels of stress and anxiety and even lead to some parents finding it hard to look after their children as well as they’d like to.
“It can be difficult and embarrassing to ask for help, but there is support out there, so it’s very important for your children, and for yourself, to ask for help if you need it. It’s a lot better to get help than to let things get really, really bad. Every council has an emergency fund to help families, and there are lots of local community groups who can provide advice and guidance.”
Jim Kerr, Independent Chair South Ayrshire Adult & Child Protection Committees, said: “Here in South Ayrshire, we are committed to supporting this national campaign. The cost-of-living crisis is constantly in our thoughts, and we witness its impact on children and families first-hand through reports, discussions, and interactions with those who support and operate food banks, as well as distribute essential goods.
“We continue to assist in the development of the South Ayrshire Child Poverty Action Plan, and various local community groups can offer help in numerous ways. We are acutely aware of the record number of families struggling to meet their most basic needs to stay warm, dry, clean, and fed.
“These factors deeply impact physical and mental health, children’s prospects, and place a strain on our services. Therefore, this campaign aims to reach out to families, encouraging them to seek assistance before the cost-of-living demands become overwhelming. We are fully devoted to supporting families in South Ayrshire.”

FYI. Police Scotland advise that there has been a significant rise in telephone scams recently particularly targeting the elderly and a number of residents have lost significant sums of money, in some ccases their entire life savings. These scams generally originate from out with the country so the chances of them being detected or the monies recovered are almost non-existent. EOI Application Guidance Notes Oct 23 Expression of Interest Form
This year, the South Ayrshire Health and Social Care Partnership Locality Planning Partnerships are going to be distributing their funding via Participatory Budgeting events that will take place in February and March 2024. If you are part of a community group, 3rd sector organisation or charity that would like to apply for funding, we are now accepting Expression of Interest forms.
These forms will be assessed by a sub-group and your project may be invited to submit a full application form. Groups can apply for funding from £500 up to £3000.
The Expression of Interest form (EOI) is attached along with the guidance notes. Please return EOI forms to SAHSCP.Engagement@south-ayrshire.gov.uk, confirming which locality area you are applying to by Friday 17th November 2023.
Your project must benefit the locality and align with at least one of the priorities – details of locality priorities are on attached Locality Priorities document. Please complete the EOI form in full and get in touch if you have any queries.
ACCESSIBLE AYR CONSULTATION
Accessible Ayr is an ambitious project to significantly improve the town centre, making it a vibrant and more attractive place for people to visit and enjoy, as well as make it easier to access by pedestrians and cyclists, adjoining other active travel routes. It is one of a number of projects being promoted by the Council and its partners with the aim of supporting the town centre.
We held public consultation a year ago and over the course of 2023 the design team has been refining designs and undertaking further consultation with individuals, businesses and organisations. This is an opportunity for the community to shape the vision for a town centre that balances the needs of all users; you can still drive to the town centre but cycling and walking to and around the town centre will be safer and more attractive.
South Ayrshire Council advise you that a second round of consultation for Accessible Ayr will run from 6th November – 4th December 2023 with in person drop in events being held on Thursday 9th November from 2pm until 7pm and on Saturday 11 November from 12 noon until 4pm at Ayr Central Shopping Centre on Skye Square.

Pension Age Winter Heating Consultation
The Scottish Government has committed to replacing Winter Fuel Payment (WFP) with Pension Age Winter Heating Payment (PAWHP) on a like-for-like basis. Given the significant number of clients who will be transferred to Social Security Scotland with this benefit and the need to ensure a safe and secure transition, the focus of this consultation is around gathering evidence on people’s views of the current benefit and considering how we could improve the system already in place.
SG are therefore consulting on the policy intention behind the delivery of PAWHP, building on the broader consultation on the Social Security Bill in 2016 which asked respondents for their views on WFP and Cold Weather Payment. This consultation aims to provide an overview of the payments aim, its key eligibility criteria and format. It will lay out how we intend to deliver this new benefit through Social Security Scotland to provide assistance to individuals to help towards meeting heating costs in winter. We also want to identify any unintended consequences of our proposals.
This consultation asks questions on whether the policy intent set out in the Scottish approach to replacing WFP will best meet the needs of those it is intended to help.
SG would like to gather views to ensure we have identified the impacts this policy will have, and provide the opportunity to make improvements to the benefit going forward.
